The Philadelphia Rapid Transit Co. (PRT) was the largest single trolley company that was not a member of the Electric Railway Presidents Conference Committee, however in March 1938 the company placed the order with St.Louis Car Co. (Job 1612) for twenty PCC cars. They were delivered in July 1938 and numbered 2001-2005 (cars fitted with GE equipment) and 2006-2020 (cars fitted with Westinghouse equipment). Before entering service, car 2016 was placed on display on the sidewalk at City Hall for a week early in August 1938. The very attractive silver livery was introduced with these cars, they were placed in service on route 53 Wayne Ave. on 14th August 1938 being assigned to the Luzerne depot. They were an instant hit with the public and the tremendous increase in ridership on that route caused PRT to search for a means of acquiring additional modern cars.
