In 1947, the Niagara Frontier Rapid Transit Commission received ownership of the International Railway Company (which operated the vast network of streetcar routes in Erie and Niagara counties), and gave way to the creation of the Niagara Frontier Transit System, Incorporated in 1950. In 1954 the new agency placed an order for 30 Mack C-49DT buses (along with similar order for GM TDH-5106s) and later went to Mack for next orders; at total between 1954 and 1957 135 model C-49DT buses were acquired.
